NOT GOOD: Illinois Democrats are expected to advance the RIFL Act this week, a proposal that could add an estimated $1,800 in additional costs to the purchase of a hunting rifle or firearm beginning January 1, 2028.

Illinois Democrats are pushing the RIFL Act, a proposal that could add approximately $1,800 to the cost of purchasing a firearm in Illinois starting January 1, 2028.

The legislation would require firearm manufacturers to pay state licensing fees tied to the estimated costs of gun violence. Opponents argue those costs will ultimately be passed on to consumers, making fi****ms, ammunition, and related products significantly more expensive for law-abiding hunters, sportsmen, and gun owners.

Critics also warn the law could reduce product availability in Illinois and encourage some manufacturers to leave the state altogether. Despite strong public opposition, Democrats continue to advance the legislation.

Bad News: This week Illinois Democrats are poised to pass the RIFL Act which will add extra $1800 to purchase a hunting rifle or firearm in Illinois starting Jan 1, 2028.

Background: HB3320 / SB2279, the Responsibility in Firearm Legislation Act will require firearm manufacturers to obtain a state license and pay annual fees calibrated to cover Illinois’ estimated $18–20 billion in annual gun violence costs. The legislation is being pushed exclusively by Democrats. The legislation has dozens of Democrat co-sponsors and no Republican support. The deadline to pass the law is Sunday May 31st.

It is estimated the new law will add approximately $1,823 to the price of every legal firearm sold in Illinois. Law-abiding hunters, sportsmen and firearm owners— will face sharply higher prices for new rifles, fi****ms, ammunition, and related products, while product availability would drastically shrink as manufacturers would exit Illinois.

This law will punish manufacturers for misuse of their products by criminals - often years after sale and far from the point of manufacture.

Witness slips filed on the legislation show great opposition by more than 2/3 of Illinoisans, but Democrats are pushing forward:

How does this increase the price you pay?: The law ties fees to crime statistics and “public health costs,” the bill creates massive financial uncertainty and compliance burdens that smaller or specialty manufacturers may not survive.

The result will be higher firearm prices passed on to law-abiding Illinois consumers, reduced product availability, and potential exit of manufacturers from the state.
