📣 From the Mayor’s Office – Summer 2026 Village of Warwick Projects Update
The Village has many ongoing projects focused on infrastructure upgrades, public safety and park enhancements. The following is an update on these activities, their progress and anticipated timelines.
💧 Water
Lead Service Line Inventory: The Village has been working to ensure that potential lead service lines, lead goosenecks and galvanized service lines throughout our water system are properly inventoried. This work has been ongoing since 2024. This summer, we are utilizing two engineering interns who are conducting a service line survey of both public and residential properties.
Grand Street Pump Station: As part of the NYSDOT Route 94 improvements, the Village relocated the below-ground Maple Avenue Pump Station, formerly located at the intersection of Maple and Colonial Avenues, to a new location on Grand Street. The new facility is above ground and OSHA compliant. This project is now complete and was funded in part through a grant secured by Senator James Skoufis.
Well Number Three: This well has been offline for nearly ten years due to findings that it was under the influence of surface water. The well now has a new purification system, and the project is slated for completion by late summer. Well Number Three is considered an essential backup water source in the event of drought or when repairs to the water system are necessary. This project was funded through federal funding secured by Congressman Pat Ryan.
🚰 Wastewater
Wastewater Treatment Plant Upgrade: The long-awaited upgrade to the Village’s Wastewater Treatment Plant has begun. The project was awarded to W.M. Schultz Construction of Ballston Spa, New York. This $21 million project will bring state-of-the-art technology to the plant and our wastewater treatment process. Completion is anticipated by the end of 2027. The project is partially funded through the New York State Environmental Facilities Corporation (EFC).
🚧 Roads, Sidewalks & Public Safety
Route 94 Multi-Use Path Feasibility Study: This is a joint project between the Village and Town of Warwick to determine whether a multi-use path could be created along Route 94 from the Village line to the ShopRite and Pennings areas. The study is nearing completion and has shown positive potential for the project. The study was funded through a New York State Revolving Fund Grant.
Safe Streets for All: The Safe Streets for All initiative is well underway. The Town of Warwick and its three Villages are working together to develop a Transportation Safety Action Plan for each municipality. Working with traffic engineering firm Creighton Manning, we are developing a Town-wide study that will identify and evaluate key traffic areas and intersections.
As part of this grant, the Village of Warwick is also implementing the Slow Down Warwick campaign, which will include temporary demonstration projects using pavement artwork and signage to promote safe driving and appropriate speeds, particularly in pedestrian and school zones. The artwork will be created by Beth Laule and Yuke Li. We are also utilizing four student interns to assist with this project.
Safe Streets for All is a federally funded U.S. Department of Transportation initiative.
Wheeler Avenue ADA Sidewalk Replacement: This project has begun and will replace non-compliant sidewalks and address physical barriers along the south side of Wheeler Avenue from Main Street to Spring Street. The project is funded through the Orange County Office of Community Development.
Street Reclamation and Paving: This September, street reclamation and paving will include Wheeler Avenue, Poplar Street, Ridgeway, Valley View and Sleepy Valley Road, from the intersection of Woodside Drive to the Village line. This work is being completed through New York State CHIPS funding.
NYS DOT Route 94 Project: The Route 94 project has been underway and will continue into early fall. Within the Village, improvements have included the repair and replacement of ADA ramps on Main Street, crosswalk improvements, sidewalk replacement on Oakland Avenue and Galloway Road, and culvert replacement on Galloway Road. This is all preparatory work prior to reclamation and repaving.
🌳 Parks
Patriot’s Path – Veterans Memorial Park: The Patriot’s Path project will create a walkway segmented into seven “rooms,” with each depicting an era and describing the cultural history and significant military events of that period. The eras will include:
• Indigenous origins, colonial and early community history, and the Revolutionary War
• Early Republic, the 19th century and the Civil War
• World War I
• World War II
• The Korean War
• The Vietnam War
• Gulf War, War on Terrorism, Afghanistan and the Modern Era
The project will use multiple elements to tell the story of each era, including signage, landscape plantings, sound, color and graphics. KaN Landscape Design of Kingston, New York, has been working hands-on with the community to develop the design.
This has been a collaborative, multi-generational project involving a task force of citizens and members of the American Legion and Veterans of Foreign Wars. Warwick Valley High School history students have also been instrumental in researching each period and helping to develop signage and graphics for the project.
The design phase is nearing completion, after which bid documents will be developed. This project has been made possible through a generous grant secured by Senator James Skoufis.
Veterans Memorial Park Pedestrian Space, Parking Lot and Daniel Prial Field Area: The Village has contracted with Landscape Architect Karen Arent to focus on the pedestrian and parking areas near the Little League concession stand and the Daniel Prial Field. The goal is to create a more effective and organized use of the space, with a clear focus on public safety. This work is just beginning.
Pickleball Courts – Veterans Memorial Park: The former skatepark area has been designated for new pickleball courts. The playing area will be enlarged and resurfaced this September.
Kayak Launch: A kayak launch is also planned for the area behind the pickleball courts.
These park improvements are directly connected to the Veterans Memorial Park Master Plan, which has proven to be a powerful and worthwhile investment in planning for the park’s future.
📁 Records Management
Records Management and Digitization: The Village continues its multi-year effort to modernize and digitize municipal records with support from the New York State Archives Local Government Records Management Improvement Fund (LGRMIF). This summer, Building Department property files are being carefully reviewed, organized and prepared for future digitization.
The Village has requested a $74,165 LGRMIF grant for the next phase of this initiative. If awarded, the grant will support the digitization of Building Department property records, permits, inspection records and hundreds of large-format building plans. This project builds upon several years of records inventory, planning and digitization and represents another step in the Village’s ongoing transition from paper-based records to a more organized, accessible and efficient electronic records system.

Clearly, we have a great deal on our plate. All of these projects are part of the mosaic of a vibrant Village. They would not be possible without the vision and passion of the Village Board, the active engagement of our citizens, the expertise of our consultants and contractors, and the administrative care of our departments and staff at Village Hall and the Department of Public Works.
