A Comprehensive Downtown Revitalization Program:

Downtown Spokane Partnership (DSP)
The DSP is a private, non-profit membership organization that serves as Spokane's central city advocate and service provider, dedicated to enhancing the quality and vitality of Downtown Spokane as the basis for a healthy region. The DSP accomplishes its mission through advocating for public policies, business and

project development, quality planning, physical improvement projects, public safety, beautification, and marketing programs that ensure Downtown's continued success. The DSP implements a comprehensive set of action items to strengthen Downtown Spokane as a place to live, work, and invest. Downtown Spokane Business Improvement District (BID)
The BID was created by Spokane City Council in July 1995 and reauthorized in 2001 at the request of the area's business and property owners. The City of Spokane hires the DSP to administer the BID on the City's behalf to deliver enhanced services including clean, safe, promotions, and parking in order to make Downtown a more attractive place to visit, shop, and invest. Comprising approximately 80 blocks of the Central Business District, the BID boundaries are generally Maple to Browne, and the Railroad Viaduct to North River Drive. More than 900 businesses and 425 property owners are contained within the area. Special assessments of over $1,000,000 from within the BID fund activities, programs, and management. Property assessments are based on land and improvement values and businesses are assessed based upon square footage, use, and location. The BID maintains a pedestrian-friendly environment that provides clean, safe, and well-managed public spaces to enhance business activities and promote the whole Downtown experience. The BID encourages investment by providing the revenue and political will to keep commercial streets clean, safe, and economically vibrant. While the BID’s primary role is to fund and implement Enhanced Public Services, it is a critical component of the overall Downtown revitalization.

In addition to the World Fair, 1974 marked another significant milestone in downtown Spokane's development.

Along W Main Ave, River Park Square debuted amidst great excitement. This new addition transformed part of the block, previously occupied by the six-story Palace Store at Main Ave. and Post St. Originally built in 1953, the Palace Store underwent a transformation, becoming a J.C. Penney store. Throughout the 1950s and 1960s, J.C. Penney stood as a cornerstone of downtown shopping, alongside the Crescent and The Bon Marche.

However, in 1972, J.C. Penney relocated to a new building, paving the way for the remodeling of its former home. The revamped structure became a Nordstrom store, anchoring the vibrant atmosphere of the new shopping center.

Volunteering allows you to connect to your community and make it a better place. Even helping out with the smallest tasks can make a real difference to the lives of people, animals, and organizations in need. And volunteering is a two-way street: It can benefit you and your family as much as the cause you choose to help.

Urban art, including murals, graffiti, and installations, is a diverse form of creative expression found in public spaces. It serves as cultural commentary on topics from politics to personal expression. Many cities worldwide embrace urban art, hiring artists to enhance neighborhoods and engage communities. Legal graffiti can be a positive aspect of urban art, but illegal graffiti that damages property is typically viewed negatively.

Before Expo '74, Riverfront Spokane was primarily an industrial area, including a rail yard and various warehouses. Pictured here is the Great Northern Depot. The Great Northern railroad arrived in Spokane in 1892, courtesy of James J. Hill, who also established the railroad yards known as Hillyard. The depot, constructed on Havermale Island in the Spokane River in 1902, cost $150,000 and was hailed as the finest west of Chicago, boasting pressed brick and native sandstone trimmings. Its iconic Clock Tower features four 9-foot faces, making it the largest in the West, with a 500-lb pendulum and weight. Although the train station was demolished for the construction of Riverfront Park during Expo '74, the Clock Tower remains a cherished landmark.

Each year the downtown Clean Team plants and maintains over 200 sidewalk planters and hanging baskets in the 80-square blocks of the downtown BID.
