"Arizona has been in a state of drought for two decades... Tucson, Arizona Tucson Water is also looking to alternative water sources, like rain or storm water. The utility offers customers up to a $2000 rebate for installation of rainwater harvesting systems. It also has a green storm water infrastructure mini-grants program that provides funding for neighborhoods who install water harvesting systems which capture water off of the street."

For the first time in the modern history of the Colorado River, a water shortage will likely be declared at Lake Mead. Couple this with increasing temperatures and climate change and it could spell trouble for Arizona's water supply.

By educating ourselves in how to integrate water harvesting practices to reduce well pumping, and by increasing our appreciation and understanding of native soil, water, and biological systems and how they work in our landscapes, we can raise groundwater levels and increase near-surface availability of water in the landscapes."

There aren’t any current codes in the State of Kentucky that cover rainwater harvesting. The Kentucky Agricultural Water Act includes rainwater harvesting as a water source for agricultural and livestock purposes. Rainwater is utilized on Kentucky farms for a wide spectrum of domestic applications.

Rainwater harvesting systems in Kansas for outdoor purposes like irrigation and wildlife don't require a water rights permit.
The Plumbing Code 2018 of Kansas includes Chapter 13 Section 1303 Non-potable Rainwater Collection and Distribution Systems that provides regulation. Rainwater systems are included in the Kansas Water Office Future Water Supply Plan as a statewide action.

Storage capacities are above 5,000-gallons,
When at-risk populations are potentially impacted,
If the system application includes subsurface irrigation, non-aerosolized surface applications that comply with Section 890.3050
The Illinois Plumbing Code Section 890.3000 On-Site Collected Rainwater and Stormwater regulate systems.
