As of today a CPL is no longer valid to be used in lieu of a background check in MI based on this ATF letter. A background check will have to be run on anyone purchasing a firearm whether they hold a CPL or not.

I've been hearing a lot of misinformation on this lately. It has not passed into law! Make informed decisions on carrying and do not go on something you heard from a friend. The article also has a few links on why a CPL is still a good idea.

The short answer is Michigan Governor Snyder who is reluctant to sign any major gun reform measures into law and is likely to veto the bill...
