On June 19, 1865, General Gordon Granger arrived in Galveston to read General Order No. 3. It was a blunt declaration: “The people are informed that in accordance with a Proclamation from the Executive of the United States, all slaves are free.” The order established an “absolute equality of personal rights,” marking a tectonic shift in American history, writes Amy Auzenne, director of the Office of Evangelization and Catechesis.
