Indiana 2A PSA: Skip the Background Check Wait with your LTCH! Did you know that having an Indiana License to Carry a Handgun (LTCH) can speed up your next transfer?

While our primary focus here at Standard Issue Armory is manufacturing for government contracts rather than operating a local retail showroom, we constantly get questions about the transfer process and want to ensure our local shooting community is up to speed.

Thanks to an official ATF update that went into effect in May 2025, the Indiana LTCH is federally recognized as a valid NICS background check exemption. Here is what you need to know before your next purchase:

The Exemption: If you present a valid Indiana LTCH that was issued within the past 5 years, your FFL does not have to submit your information to the NICS system to run a background check.

The "Lifetime" Catch: If you hold an Indiana Lifetime permit, this federal exemption only applies for the first 5 years from the specific issue date printed on your card. If your issue date is older than 5 years, the dealer is legally required to run the standard NICS check, even though your carry permit is still perfectly valid.

The Paperwork: You aren't off the hook entirely! Federal law still requires you to complete the ATF Form 4473. The dealer will simply log your permit details in the background check section of the form instead of running your name through the system.

Check the issue date on your card, keep your permit up to date, and enjoy a much faster, smoother process at the gun counter!

Changes the ATF is making:

1140-AA93 (Foreign Trade Zones): Clearing up the rules on what gun businesses can actually do with imported fi****ms while they are sitting in customs warehouses or foreign trade zones before they officially enter the U.S. market.

1140-AA96 (Dual-Use Parts): Setting stricter definitions for importing parts like frames, receivers, or barrels that could be used to build either standard civilian guns or restricted military-style weapons (like machine guns).

1140-AA97 (Training Rounds): Making the rules clearer for bringing blank, dummy, or specialized training ammo into the country from overseas.

1140-AA68 (Defense Imports): If military gear is brought into the U.S. temporarily (like for a demonstration, government testing, or a trade show), this explains how to legally convert it into a permanent import.

1140-AA70 (NFA Markings): If you are manufacturing an NFA item (like a Short Barreled Rifle or a suppressor), this updates the exact rules on how you are allowed to engrave or adopt serial numbers and maker info onto the metal.

1140-AA84 (Shipping Guns): Clearing up the legal handoff when a manufacturer or dealer gives a firearm to a shipping company (like UPS or FedEx) to ensure everything is strictly tracked and the liability is clear during transit.

1140-AB04 (Mental Health Definitions): Updating the exact legal definition of being "committed to a mental institution" or "adjudicated as a mental defective." This is to make sure background checks flag the right people without stripping rights from people due to vague terminology.

1140-AA85 (Background Check Exceptions): Clarifying exactly who gets to skip the standard NICS background check when buying a gun (for example, in some states, having a valid concealed carry permit acts as your background check).

1140-AA64 (S*x on Forms): Setting clear, updated rules on what applicants should check for the "biological s*x" box on ATF paperwork (like the Form 4473), likely to address how to handle IDs with an "X" gender marker.

1140-AA69 (Business Premises): Exactly defining what legally counts as the physical location of a fi****ms business. This is a big deal for FFLs to know exactly where they are allowed to manufacture, store inventory, and conduct business.

1140-AA78 (Straw Purchases): Cracking down and making the rules crystal clear around buying a gun for someone else, specifically targeting people who buy a gun legally just to hand it off to someone who isn't allowed to own one.

1140-AA88 (Defining "Willfully"): Legally defining what it means to "willfully" break an ATF rule. This is massive for FFLs, as losing a manufacturing or dealer license often comes down to whether a paperwork mistake was just an honest typo or done "willfully" to skirt the law.

After more than a year of reviewing rules and regulations with input from stakeholders and legal experts, ATF is preparing to release multiple Notices of Proposed Rulemaking and Final Rules.

This afternoon, Acting Attorney General Todd Blanche will announce the rollout of a landmark package of 34 proposed and final rules representing the culmination of DOJ’s and ATF’s comprehensive regulatory review conducted pursuant to the direction in Executive Order 14206 “Protecting Second Amendment Rights.” This milestone marks a significant step forward in the Administration’s commitment to regulatory reform and is reflective of ATF’s New Era of Reform launched last year.

⚠️ ATF Just Updated the Definition of “Unlawful User of a Controlled Substance” — Here’s What That Actually Means for Gun Owners

The ATF just released a new rule that changes how the federal government decides who is considered an “unlawful user of drugs” and therefore prohibited from owning or buying fi****ms.

Here’s the simple version:
🔹 Old Rule (Confusing & Overbroad):
Under the old definition, the ATF and FBI could deny a gun purchase if you had:
-A single drug possession conviction in the last year
-One positive drug test
-Or even multiple old arrests, even if you weren’t currently using drugs

Basically, isolated incidents — even from months ago — could be treated as “current drug use.”

This led to background check denials that didn’t match what the law actually intended.

🔹 New Rule (More Accurate to the Law):
The updated definition now focuses on whether a person is currently and regularly using illegal drugs.

The ATF now says a prohibited “unlawful user” must show:
-Ongoing drug use
-Regular patterns of use
-Use that continues into the present
-Not just a lawful prescription or one-time event

In other words:
A single mistake months ago is no longer automatically treated as “current drug use.”

🔹 Why This Matters to Gun Owners:
-Fewer people will be wrongly denied firearm purchases.
-The rule now matches what courts have already said for years: the government must show current, ongoing unlawful drug use — not just old incidents.
-NICS background checks should become more consistent with the actual law.

This isn’t about expanding prohibited persons. It’s actually ATF pulling back from some of the overly broad interpretations that were causing problems.

🔹 Public Comment Is Open Until June 30, 2026
Gun owners, instructors, and advocates can submit comments on this interim rule.

We want to take a moment to update our community, customers, and partners.

Over the past several months, Standard Issue Armory® has been focused on restructuring and positioning the company for long-term stability and growth. That work includes streamlining operations, expanding our government-contracting efforts, and aligning our offerings to better serve law enforcement, military, and agency customers.

While some aspects of our retail operations are currently limited, SiA® remains active, operational, and continuing to serve the public.

We are still offering the following services to the community:

• Custom Cerakote services
• Laser engraving
• Nickel plating
• Gold plating
• Optic cuts and slide porting
• Firearm transfers — $20

In addition, we officially launched our investigations division in November. For updates, services, and announcements related to that work, we invite you to follow our Cheshire Investigation Agency page.

This phase is about building smarter, stronger, and more sustainable, not stepping away.
