Then, just after midnight, one woman—Senate Parliamentarian Elizabeth MacDonough—shut it all down with one phrase: Byrd Rule violation.

THIS DAY IN HISTORY: JUNE 28, 1776 – FIRST DRAFT OF THE DECLARATION OF INDEPENDENCE

On June 28, 1776, Thomas Jefferson presented the first draft of what would become one of the most important documents in history—the Declaration of Independence. Working alongside John Adams, Benjamin Franklin, and the Committee of Five, Jefferson crafted a bold statement of the American colonies’ right to self-governance, rooted in the belief that all men are created equal and endowed with unalienable rights.

Over the following days, revisions were made, and on July 4, 1776, the final version was approved, marking the birth of a new nation. This draft represents the early foundation of American liberty, a document that continues to inspire freedom around the world.
