The approval of the two-year budget by the U.S. House of Representatives agreement means we should find out in the coming days/weeks if ATF 41P (the rule change affecting trusts) will be blocked. Back in June, an American Suppressor Association-backed provision was included in the House-approved Commerce, Justice, Science (CJS) Appropriations bill (H.R. 2578).
H.R. 2578 would prevent an expansion of the Chief Law Enforcement Officer (CLEO) certification requirement for NFA trusts by blocking funding for the rule's implementation. H.R. 2578 and other House-approved appropriations bills have been piling-up in the Senate.
