Marking the 10th anniversary since Colorado voters approved ma*****na legalization at the ballot, Sen. John Hickenlooper (D-CO) announced on Thursday that he will soon be filing a congressional bill to set the country up for federal cannabis reform.

Specifically, the Preparing Regulators Effectively for a Post-Prohibition Adult-Use Regulated Environment Act (PREPARE) Act would direct the attorney general to create a commission charged with making recommendations on a regulatory system for ma*****na that models what’s currently in place for alcohol.

The measure is identical to a House companion bill that Reps. Dave Joyce (R-OH), Hakeem Jeffries (D-NY) and Brian Mast (R-FL) filed in April. Hickenlooper’s staff told Ma*****na Moment that the Senate version will be formally introduced when the chamber returns from recess in mid-November.

The senator sees the commission that would be created by the legislation as similar to a task force he empaneled when he was Colorado’s governor to steer implementation of legalization at the state level.

The findings come as more states permit recreational use of ma*****na and several weigh decriminalizing psychedelic substances like psilocybin, the active ingredient in magic mushrooms.

However, dentists are raising concerns and suggest patients refrain from ma*****na use prior to an appointment, as the drug could affect oral health and treatment.

Ma*****na is currently legal in 19 states and Washington, D.C., while five more states are poised to vote on the issue Nov. 8.

“When talking through health histories, more patients tell me they use ma*****na regularly because it is now legal,” said New York dentist and ADA spokesperson Tricia Quartey in a release.

“Unfortunately, sometimes having ma*****na in your system results in needing an additional visit.”

Of the 557 dentists included in the online survey, 56 percent said they’ve limited treatment to patients who were high, while 46 percent reported needing to increase anesthesia to treat these patients due to the combined effects of ma*****na and anesthesia on the central nervous system.

Because ma*****na can increase anxiety, paranoia and hyperactivity, it can make visits to the dentist’s office more stressful, Quartey added.

Smoking too much cannabis and it’s beginning to affect your life in negative ways? Pretty soon a drug in capsule form could be the answer, if pharmaceutical drug developers get their way.

South Florida-based clinical research network Segal Trials announced it will conduct a Phase 2B study to investigate a new drug, AEF0117-202, created by Aelis Farma to treat cannabis use disorder (CUD), according to an October 5 press release. It is a randomized, double-blind, placebo-controlled, 4-arm, parallel-group, prospective, multicenter study, determining the efficacy of a drug that reacts to the same receptors as THC.

“Chronic ma*****na use can drastically impact individuals’ social and professional lives in many ways, from poor work or school performance to mood disorders,” said Rishi Kakar, MD, chief scientific officer and medical director at Segal Trials. “This Phase 2B study gets us closer to the prospect of effectively treating people who want to end their reliance on cannabis but don’t have the tools to quit.”

Next week’s midterm elections could be a defining moment for equity investors with most polls pointing to Republicans at least winning the US House and maybe the Senate, ending Democrats’ control of the legislative branch and potentially ushering in a period of gridlock.

Here are areas equity investors should watch after the midterm election results:

Cannabis
The cannabis sector has been hit hard this past year amid the fitful pace of US legalization and a broader risk-off mood among investors in the highly speculative industry. The Cannabis Index has plunged 57% in 2022, with Tilray Brands Inc., Canopy Growth Corp. and SNDL Inc. all sinking at least 45%.

Investors will be closely watching several state referendums for progress toward legalization at a local level. Voters in Maryland, Arkansas, Missouri, North Dakota and South Dakota will weigh whether to approve legalization for adults.

Republican control of at least one chamber of Congress would likely push federal legalization off the table for now. Democratic control of both chambers, while unlikely, would be far more favorable for the cannabis industry. The Cannabis Index surged 18% last month when Biden issued a pardon for all prior federal offenses for simple possession of ma*****na.
