The Office of Deputy Speaker MP Romeo K. Sema, DPA participated in the consultative discussion on BTA Parliament Bill No. 447, otherwise known as the proposed Bangsamoro Transportation and Communications Code, held on June 10, 2026.

The activity was led by Minister Tirmizie Masahud of the Ministry of Transportation and Communications - BARMM and MP Zulfikar-Ali "Sol" S. Bayam, Chairperson of the Committee on Transportation and Communications, and was attended by representatives from various transport sectors and stakeholders.

Representing the Office of Deputy Speaker MP Romeo K. Sema, DPA were Atty. Almaizer Ampa, SLSO I, and Atty. Mohammad M. Hadji Yusoph, PAO VI, who actively participated in the discussions by providing comments, recommendations, and clarifications on several provisions of the proposed measure.

The consultation served as a valuable platform for addressing concerns relating to policy implementation, budgetary requirements, personnel needs, infrastructure development, and the transportation master plan, all geared toward strengthening the proposed code and ensuring that it effectively serves the interests of the Bangsamoro Government and the people of the Bangsamoro.

Note : The Bangsamoro Transportation and Communications Code was principally authored by no less than Deputy Speaker MP Romeo K. Sema, DPA himself together with the COTC Chairperson MP Bayam and other Honorable Members of the Parliament.

I am still wondering:

Kung merong Senate President provisions na nakalagay at naka printed sa batas pati narin ang kanyang proseso, mayron din ba kayang Acting Senate President na nakalagay din sa batas?

Can this be seen under Senate Rules or just a NEW ANIMAL na inintroduce lang or bago lang?

Diba you need a law in order to properly introduce a position? Kasi if not, valid ba yan?

Take note: The 1987 Constitution states that:
SECTION 16. (1) The Senate shall elect its President and the House of Representatives its Speaker, by a majority vote of all its respective Members.

Mayron bang provisions para sa "Acting Senate President?"

[My legal opinion] under the field of Constitutional Sphere:

What is this so-called "constitution?"
“The Constitution is the basic and paramount law to which all other laws must conform and to which all persons, including the highest officials of the land, must defer. No act shall be valid, however nobly intentioned, if it conflicts with the Constitution. The Constitution must ever remain supreme. All must bow to the mandate of this law. Expediency must not be allowed to sap its strength nor greed for power debase its rectitude. Right or wrong, the Constitution must be upheld as long as it has not been changed by the sovereign people lest its disregard result in the usurpation of the majesty of the law by the pretenders to illegitimate power.”

Applicable Statutory Construction (Way on interpreting a law and maybe the constitution):

Plain Meaning Rule/Verba Legis Where the statute is clear, plain and free from ambiguity, it must be given its literal meaning and applied without interpretation. This plain meaning rule or verbal egis derived from the maxim index animi sermo est (speech is the index of intention) rests on the valid presumption that the words employed by the legislature in a statute correctly express its intention or will and preclude the court from construing it differently. Legislative intent/Ratio Legis A statute must be read according to its spirit and intent, and where legislative intent apparently conflicts with the letter of the law, the former prevails over the latter. (Tanada v. Cuenco)
