Statement:
Newtownmountkennedy in County Wicklow is Ireland’s fastest growing village with a current growth rate of over 65%. As with many towns, community facilities have not grown alongside population and An Bord Pleanola has restricted new planning applications in Newtown as a result. The community has no library, bank or dentist, one relatively small supermarket and a few smaller local shops. There is only one small playground, a junior school which is bursting at the seams and no secondary school. Newtown is under resourced and overstretched for even the most basic things like doctors and community facilities.
Since 2019, the community has been seeking from the HSE the acquisition of river lodge, trudder, a derelict building on around three acres for community use. We have constantly been told that since the HSE do not own the building that it cannot be passed on.
Five weeks ago locals noticed extensive works being carried out on the site. We were told that IPAS were merely assessing the site for suitability having been given it by the HSE. We were lied to. After much digging IPAS admitted that the site was to house up to 160 young men in tents.
As a community we feel this is totally unacceptable for a number of reasons but particularly:
1. The village is already significantly under resourced as admitted by An Bord Pleanola - it makes absolutely no sense to add a further 160 people into the mix without the resources to support them.
2. The site itself is wholly unsuitable for tented accomodation. There are no footpaths or street lights and it was badly flooded in the recent rains. We feel that it is inhumane to house people in such conditions. No environmental impact study has been carried out and we feel this is a basic requirement.
3. We are unaware of any support being offered to either the village or the people themselves - they are simply being dumped in a wet field and left. We are concerned that 160 young males left in a field with nothing to do will inevitably lead to problems.
4. The actual ownership of the site has yet to be established - if the HSE could not give it to the community because they don’t own it how can they give it to IPAS -
