Dartmoor is in the heart of Devon. It is its heart, lungs and soul for the people who live on and around it. Thankfully, in 1951, it was granted National Park status; designated as a “protected landscape because of its special qualities”. The stated purpose of a national park, as enshrined in law, is to “promote opportunities for the understanding and enjoyment of the special qualities of national parks by the public.”
We have enjoyed this extraordinary wilderness with an established right of access as written in law, “the public shall have a right of access to the commons on foot and on horseback for the purpose of open-air recreation”. Open-air recreation: walking, riding, cycling, running and yes, wild camping. Wild camping has been enjoyed and allowed on Dartmoor for half a century, contrary to the High Court judgement which says, “there is no local custom of camping”. Did they even look?
The right to wild camp has been lost; the last space in England where you could do so. All because someone with a great deal of money and influence doesn’t understand what being a landowner in a national park actual means, and I don’t mean legally. Turning your part of Dartmoor into a private shooting estate is not in keeping with Dartmoor land culture. Preventing people from enjoying open access land that has their name on the title deed on it is like buying a house next to a pub and then complaining about the noise.
The DNPA has sought to appeal the High Court decision. This is a determined and brave decision, considering that the DNPA has a budget deficit that threatens the existence of the Princetown Visitor Centre.
The DNPA also quickly put in place, and paid for, a 12 month permissive system to allow some wild camping. This enables wild camping to continue but can be rescinded at any time by the landowners. There remains no right, just restricted permission. This is wrong.
People have been up in arms about this, but waving arms and banners around is not enough. The DNPA needs funds to appeal the decision. It’s a case of having enough money to right the wrong. Fundraising has been set up by the Dartmoor Preservation Association.
