In the UK, the key legislation governing emergency lighting is the Regulatory Reform (Fire Safety) Order 2005 (RRO 2005). This law sets out the responsibilities for fire safety in non-domestic premises, including the requirement for suitable emergency lighting.
Under this law, a ‘responsible person’ must be appointed. This is typically the building owner, employer, facilities manager, or health and safety manager. Their duties include:
• Ensuring the correct installation of emergency lighting.
• Maintaining emergency lighting and associated safety systems.
• Updating the Fire Safety Risk Assessment annually or when significant changes occur.
• Keeping accurate records of testing and maintenance.
• Establishing clear emergency procedures.
Failure to meet these obligations can have serious consequences. Importantly, the law states that ignorance of these requirements is not a valid defence. Every responsible person must understand their duties and ensure their emergency lighting system remains fit for purpose.
