Catch child abusers join and help

If there are anyone interested in trying to catch abusers I have a few ideas but need someone with the law knowledge and loop wholes so we can get men trying to take advantage of young girls and lire them in and then use the authorities to take action !

What can we do as concerned member of the public! Ex On the night of the fireworks on the hoe I was sat down enjoying the fireworks when I heard an old guy saying to a very young girl " DO YOU WANT TO COME BACK AND WATCH A DISNEY FILM" Yeah he was asking a child to go back to his house and at first I thought something was wrong and wanted to naturally do something luckily for me the girls dad heard him try and take advantage of her and he was about to kick off and I cant blame him personally I think the government should either put them in a safe environment which is staffed or castrate the offenders! Maybe a bit harsh but I saw a documentary about this topic and apparently its in their DNA so if that's the case the police can tell an offender from innocent parties and deal with them appropriately!
